Not sure if a safelist is the right way to go. You should be looking for targeted traffic. That is people that are looking for what is on your site.

You are right about a safelist not being targeted traffic. However, you can get a lot of hits to your site which will boost your rating in search engines. They don't take up a lot of time and every once in a while you might get someone interested in what you have to offer. It's a numbers game and the more you get the site out there the more traffic you will get.
