Technically, all sites need to be in signature line only and you have to make some contributions before this option is open to new members to avoid spammers.
If you are promoting a blog, most of us know the only reason blogs exist is to monetize them, so technically listing your url would violate forum rules. If you mention what your subject matter is on your blog we can probably tell you why your not seeing any results.
In my experience, using tinyurl is a loser promoting affiliates, get your own URL using key words about whatever you are promoting, then forward it to your affiliate link, no one clicks on tinyurl links that I know.
