Most of these people who offer such low rates are usually recycling articles or stealing articles. You won't get an original, decent quality article at this rate imho.

Exactly--thank you, Brother. That's exactly what is going on--they are stealing and plagiarizing articles (this has happened to me with an article and I threatened to sue the company that stole my article and used it on their site).
You definitely get what you pay for when you aren't willing to spend money for decent content and copy. As a professional AND legitimate copywriter, I see the absolute crap content and copy that are on some of these websites. I've had to clean up some big messes for clients. They've actually hired me to re-write and completely revamp copy (and to actually find out if content had been stolen because they didn't want to get sued).
Be very careful, business owners/companies. IF you don't want your web site/company to face any lawsuits (and in these crazy times, no one can afford it), be extra careful about these $1 article writers. I would suggest a copyscape run-through to check these articles (to make sure they aren't stolen).
Also, remember hosts can pull off your web site in a blink of an eye if they find out that material on your site is a result of copyright infringement. They will not carry that liability because they could end up getting sued by the writer of the content. I know writers who have threatened lawsuits to the writer who stole the material, the company that allowed the content to be included on their site AND the company that hosts the company's website.
Just a word of warning!
